Responsibilities

  • Working within the TTSTC in the Settlement & Custody Services (S&CS) area and performs highly complex (senior- level) accounting work associated with the settlement and safekeeping of securities and wire transfers at the Federal Reserve Bank (FRB), Depository Trust Company (DTC) and other sub-custodian accounts in addition to settlement, corporate action processing and in-house safekeeping of physical securities certificates
  • Work involves utilization of various software programs; data entry and data verification; creation and distribution of reports within established timeframes; communications (both written and verbal); writing and maintaining procedures; securities and payment transaction reconciliations; and adherence to a high level of control functions established to mitigate operational risk
  • Work requires high accuracy, strict attention to detail and completion of tasks by specified deadlines
  • Agency standard work hours are Monday through Friday from 8am to 5pm, 40 hours per week with occasional evening and weekend hours
  • Hours are subject to change based upon business need or division determination
  • This position may be eligible for a flexible/hybrid work schedule if certain conditions are met; working arrangements may change at any time as business necessitates
  • Performs START and/or END OF DAY processes on Federal Reserve Bank (FRB) user interface systems
  • Retrieves and distributes reports from FRB user interface systems in a timely manner
  • Monitors the FRB cash balance in real-time, while ensuring that wire transfers and securities settlements occur as timely as possible while striving to prevent account overdrafts
  • Responds to problem situations in an expeditious manner while maintaining a calm demeanor
  • Initiates or verifies wire transfer and securities settlement transactions via the Trust Company’s FRB, DTCC, and sub-custodian accounts
  • Monitors the DTCC cash balance and securities settlements in real-time, while ensuring that transaction settlements occur as timely as possible
  • Verifies and processes OMGEO trade confirmations
  • Maintain daily workbooks and spreadsheets to provide accurate cash management results to the Trading Desk
  • Responds to DTCC problem situations in an expeditious manner while maintaining a calm demeanor
  • Procedures: Maintains accurate up-to-date written DTCC, Funds Transfer and Security Transfer procedures and process checklists, including an annual compliance procedure review
  • Review procedures written by other team members as needed
  • Within management-established time frames, deposit physical certificates to DTCC whenever TTSTC custodied certificates become eligible and take necessary action if corporate actions occur on certificates safe-kept in-house
  • Gathers data, retrieves and distributes data or reports throughout the day in a timely manner
  • Processes corporate actions and initiates research requests at DTCC in a timely manner
  • Maintains institutional investment management industry awareness by pursuing relevant educational opportunities, applying knowledge to improve outcomes and maintaining awareness of relevant current events
  • Performs projects and other duties as assigned

The Texas Treasury Safekeeping Trust Company (TTSTC) is a specialized entity responsible for managing, safeguarding, and investing public funds and securities for the state of Texas, its agencies, and local political subdivisions. The unique status of TTSTC allows the Comptroller’s Office to access specialized investment services and programs, ensuring the highest returns at the lowest cost to the state.

General Description:

Become a part of the Texas Treasury Safekeeping Trust Company as a Settlement Services Specialist! In this role within the TTSTC’s Settlement & Custody Services (S&CS) division, you will perform highly complex (senior-level) accounting tasks.

LICENSES / CERTIFICATIONS:

Certified Treasury Professional (CTP) and/or Certified Securities Operations Professional (CSOP) are preferred, but not required.
